The 5 Core Descriptors
Process (Work Context)
This domain evaluates the complexity of the tasks a candidate can perform. At entry levels (L1-L2), processes are highly predictable, routine, and repetitive. As the level advances towards L7 and L8, the processes become highly unpredictable, requiring strategic foresight, complex project management, and rapid adaptation to dynamic socio-economic environments.
Professional Knowledge
Focuses on what the individual must 'know' to successfully operate within their job role. This scales from basic factual vocabulary at the foundational levels, to a critical, deep understanding of advanced theoretical principles at the frontier of a specialized field at the apex levels.
Professional Skill
Evaluates what the candidate can actually 'do'. It measures cognitive and practical capabilities. Foundational skills involve applying standard tools and rules. Advanced skills demand mastery of complex methodologies, innovative troubleshooting, and the synthesis of abstract ideas to solve unprecedented problems.
Core Skill
Assesses foundational cross-cutting competencies essential for any professional. This includes linguistic communication, mathematical/financial formulation, digital and IT literacy, and data interpretation. It ensures the candidate can function effectively within modern organizational structures.
Responsibility
Measures the degree of autonomy and leadership. Level 1 involves working under constant, direct supervision without independent decision-making. By Level 8, the individual exercises full macro-management, institutional leadership, and bears full societal and financial responsibility for organizational outcomes.
