Understanding the Framework

The National Skills Qualification Framework (NSQF) is an outcome-based competency framework that organizes all qualifications (academic, vocational, or experiential) into standardized levels. Regulated by the National Council for Vocational Education and Training (NCVET), it ensures that a "Level 4" certificate means exactly the same thing, whether it was acquired in a classroom in Delhi, a factory in Kota, or an ITI in Chennai.

By shifting the focus from "learning inputs" (how many hours you sat in a class) to "learning outcomes" (what you can actually do), the NSQF enables the Recognition of Prior Learning (RPL). This allows millions of uncertified but highly skilled Indian workers to get officially assessed, certified, and linked to formal banking and employment grids.

The 5 Defining Domains of NSQF

Every NSQF level is strictly defined by evaluating a learner's capacity across five distinct domains. Select a tab below to understand the criteria:

Process (Complexity of Task)

Evaluates the nature of work. At lower levels, tasks are routine and repetitive in familiar environments. At advanced levels (Level 7+), processes involve unpredictable, highly complex, and strategic workflows requiring deep analytical choices.

Professional Knowledge

What the person must 'know' to do the job. This ranges from basic factual terms (Level 1) to comprehensive, specialized theoretical knowledge at the frontier of a field (Level 8).

Professional Skill

What the person must be able to 'do'. Evaluates cognitive and practical skills. Progresses from recalling standard steps to generating innovative solutions for abstract, previously unsolved problems.

Core Skill

General cross-cutting skills including communication, IT literacy, mathematical formulation, and presentation skills. Essential for navigating modern socio-economic work environments.

Responsibility

The degree of autonomy. Lower levels require direct, constant supervision. Mid-levels manage their own quality. High levels exercise full management over large teams, strategic policies, and institutional budgets.

Level 1 Primary Education Eqv. Routine, repetitive tasks. Takes direct instructions. Basic facts and terms. No independent responsibility; works under close supervision.
Level 2 Middle School Eqv. Routine tasks in familiar, predictable environments. Apply standard rules and tools. Responsible only for own work under direct control.
Level 2.5 Pre-Vocational Cert. Predictable tasks requiring slight adaptation. Usage of standard tools with minor troubleshooting capabilities. Partial autonomy.
Level 3 Secondary (10th) Eqv. Tasks require choosing methods within familiar contexts. Select and apply basic methods. Minimal supervision, takes limited responsibility.
Level 3.5 Advanced Sec. Cert. Multi-step predictable tasks with quality checks. Ability to calibrate tools. Responsible for own output quality.
Level 4 Higher Sec. (12th) Eqv. Work in familiar but unpredictable contexts. Requires problem-solving. Language to communicate clearly. Fully responsible for own work.
Level 4.5 ITI / Diploma Year 1 Complex operational tasks requiring minor supervisory capacity. Diagnostic skills to fix standard operational errors. Data interpretation.
Level 5 Undergrad Year 1 Eqv. Comprehensive, cognitive work requiring organizational understanding. Develop creative solutions. Exercises management and supervision.
Level 5.5 Advanced Diploma Strategic implementation of tasks across departmental lines. Deep theoretical understanding. Responsible for small team outcomes.
Level 6 Bachelor's Degree Eqv. Manage complex technical activities or projects. Mastery of complex skills, innovation required. Full responsibility for team management.
Level 7 PG / Master's Eqv. Formulate and execute highly specialized projects. Specialized problem-solving skills in research. Manage complex, unpredictable work.
Level 8 Doctorate (PhD) Eqv. Apex level leadership and strategic policy formulation. Advanced synthesis and evaluation for innovation. Full societal responsibility.

Digital Certificate Verification

Employers and stakeholders can instantly verify the authenticity of an NSQF certificate generated via the Skill India Digital (SID) platform by entering the candidate's unique QR ID or Certificate Number.
